ANTALYA WORKSHOP FINAL DECLARATION

  • It was pointed out that it is absolutely necessary that all Adventure Park components (line track, climbing wall, zipline, giant swing, etc.) that have been built or to be built are inspected and subsequently certified for production and installation according to the relevant standards, and that all the parks are inspected within the shortest time possible as this is a crucial matter for the sector.
  • It was emphasized to prepare and implement a curriculum covering the matters such as training, certification, and supervision of the employees in the adventure parks in the leadership of IPAR.
  • It is the common expectation of all association members to make efforts on the official recognition of the professional standards and business line required in the manufacturing, installation, and operation processes of adventure parks.
  • It is important that the members of the association influence the process on the risk packages to be prepared by the insurance companies with joint action.
  • It is necessary to make an inventory of the adventure parks in Turkey and to share the inspected parks on the IPAR website under the name of safe parks. As the next step, it is aimed to share this list with public and private enterprises in order to create value.
  • It has been expressed that there is an expectation for the minimum requirements that must be included in the specifications of public and private sector tenders are announced on the website.
  • It was agreed that news, developments, and warnings regarding the sector should be shared with the members as an incident report.
  • We appreciate Eurogap for the work done regarding the inspection and certification process. We want to state that we will follow up and support this process in order to progress faster and safer. We look forward to the authorization to become formal by Eurogap’s TÜRKAK approval.

IPAR Training Committee held the In-Service Training workshop on April 5-6, 2021, at Bolu Narven facilities with the Executives of our Adventure Park Operator Members. In this workshop, where active participation was ensured, the participants contributed to the workshop’s efficiency by sharing their knowledge and experience.
Four sessions were held according to the meeting program attached to the report. In the first session on “Adventure Parks in the Education System: Its Contribution to the Development of Physical and Mental Skills,” Dr. Murat Şen, Instructor at Sakarya University and Chairman of IPAR Training Committee presented his study titled “Determining the free time satisfaction levels of individuals participating Adventure Park activities for fun.” From this point of view, adventure park managers shared their experiences, especially with student groups, and their observations.
It was mentioned that the involvement of families in adventure parks continued to be a problem. Almost all park managers stated that this problem affects the functioning. At the end of the session, the following decision was taken.
1- It was decided to issue a recommendation for the members of the association to provide more support to the training committee as a social responsibility project by adventure park operators and to cooperate on educational activities at discounted prices during the low season.
2- As in the example of the Sakarya Metropolitan Municipality Adventure Park, a decision was made in principle regarding the promotion of the educational purpose of adventure parks by signing protocols with National Education Directorates in the provinces and districts of the Adventure Park Operators. In this way, the educational aspect of adventure parks will be brought to the fore, the individual and social development of our children aged 6-14 will be supported, the recognition of adventure parks among the society will be increased, and alternative activity areas will be offered to schools.
3- A decision was made in principle to develop common projects with the municipalities of the towns where Adventure Park businesses operate by contacting the Family and Child Branch with the support of IPAR Training Committee.
In the second session, the current situation in the ongoing Covid-19 pandemic was evaluated and ideas were exchanged regarding the problems, practices, and solution suggestions. Dr. İ. Cem Kaba presented the titles regarding the Covid-19 measures taken from the body of literature and the guideline of the international adventure agents association. At the end of the session, the following decision was taken.
4- A consensus was reached on the preparation of a video that covers the measures applied in the Adventure Parks during the Covid-19 period and will describe the customer experience from the entrance to the adventure park to the exit. It was decided in principle that the video was prepared by Xtrem Aventure with the support of all adventure parks.
Before the third session, Narven Adventure Park was visited, and information about the park was received from Hakkı Günaydın.
Regarding the job definitions and training contents of the human resources who will work in adventure parks, Dr. İ. Cem Kaba made a presentation titled ‘Job Definitions and Training Content of Human Resources to Work in Adventure Parks,’ and the data obtained as a result of the efforts by the training committee were presented to the evaluation of the participants. A comprehensive evaluation was made on the rescue operations in adventure parks and the personnel who will receive this training. At the end of the session, the following decision was taken.
5- In order to finalize the preparations, it was decided to share them with the group again and to have the participants make evaluations based on the information provided and submit their recommendations to the Training Committee as soon as possible.
In the fourth session, information was exchanged on new project ideas, and all subjects were discussed without limitation. Participants agreed that new projects should be planned with the aim of considering adventure parks as educational organizations. Opinions were exchanged regarding the usage, wear, maintenance, and renewal periods of the equipment used in the adventure parks. It was concluded that Turkish academic data on the achievements of adventure parks should be increased. At the end of the session, the following decision was taken.
6- It was decided to prepare forms on the control procedure of the materials and to organize informative training with detailed information from material manufacturers or distributors.
7- It was agreed in principle that all kinds of support would be provided by the IPAR Board of Directors and Adventure Park managers for the scientific research to be prepared by the researchers of the IPAR Training Committee.
8- All executives confirmed the decision in principle regarding the IPAR Training Committee Traditional Adventure Park Executives Workshop to be held twice a year, one in April before the season and one in October after the season.
Following the aforementioned discussions and the decisions made, the meeting was closed with goodwill wishes upon deciding to have the next meeting in October on a date to be determined based on the circumstances.

Workshop on the safety of activity (play, entertainment, adventure, and sports) areas in our country

  1. It is necessary to immediately enforce the legal regulations that require the inspection and certification of TS EN 1176 and other standards for the prevention of accidents that occur or are likely to occur in public playgrounds.
  2. The current Regulation on the licensing of Adventure Parks fail to solve the safety problems in the field, and it will be suitable to revise the relevant Regulation and to add a provision that requires an audit and annual periodic inspection certification by institutions with TS EN 17020 inspection accreditation for TS EN 15567-1 / TS EN 15567-2 and other standards.
  3. The play and activity elements used in the parks should be considered as products that require a production process, and following the meetings with the Ministry of Industry and Technology, the barcode, registration number, and product label (e.g. Elevator, tool, etc.) applications should be put into practice, and the relevant products should be manufactured according to the standards and subsequently followed up in the field. It is necessary to immediately put a regulation into practice to minimize the possible accidents by bringing periodic control condition as in the world (It is practiced in France, Germany, and many countries.). In addition to the work on promoting the use of domestic products in public procurement, in the Economic Reforms Action Plan, our sector should be included in the Medium and High Technology Industrial Products List in the list prepared on the basis of the Public Procurement Dictionary (CPV) codes.
  4. It is recommended to make arrangements to make QUALITY-oriented procurements in the goods procurement of Public Procurement Authority and to make remedial differentiation of goods description in construction works.
  5. It is recommended to publish the safe parks map of Turkey on the website of our institutions such as local administrations, Provincial Administration, Union of Municipalities of Turkey, İşgüm, General Directorate of Forestry, General Directorate of National Parks, etc.
  6. In the Construction Contracts Implementation Regulation, there is a provision indicating, “In the technical specification, arrangements are also made to ensure compliance with national and/or international technical standards, if any. Technical properties and definitions are included in this specification,” and it is considered that these compliance certificates should be sought in the technical specifications of the public playgrounds. In the installation of playgrounds within this scope, compliance to at least TS EN 1176-1 Playground elements and floor arrangements – Part 1: Compliance with the general safety rules and test methods standard is required. It is considered that the evaluation of the risks that may occur over time after use should be made/outsourced by the municipalities within the framework of “TS EN 1176-7 Playground elements and floor arrangements – Part 7: Guidelines for installation, inspection, maintenance, and operation” and this should be evaluated by the Ministry of Environment and Urbanization. On the other hand, in the ” TSE CEN/TR 17207 Playground and entertainment areas – a framework for the competence of playground inspectors ” standard, the qualifications of the people who will conduct the inspection are determined, and it is recommended that the inspections are carried out within the framework of the provisions of the standard.
  7. It is considered that it would be appropriate to add a provision that obliges inspection and annual certification covering TS EN 15567-1 and 15567-2 standards to the “Regulation on Opening Business and Working Licenses” for Adventure Parks. Since the said Regulation was published by the Ministry of Environment and Urbanization, the issue should be evaluated by the relevant Ministry.
  8. It is recommended to carry out operations in cooperation to take occupational health and safety measures within the scope of the Occupational Health and Safety Law No. 6331 in line tracks and adventure parks and to contribute to the safety culture awareness.

The aforementioned recommendations were made as a result of the workshop.
